The paper argues that effective means of mastering the advantced technologies is the embedded into design, method, and social practices safety from initial specification of the project, continuously accompanying its implementation, and social control and law enforcement of the safe application of technology in the socio-economic practice. Morover, in the case of conflict of interests between development and safety the superiority must always be given to the safety.
