The analysis of the organization of healthcare system in Odessa region was made on the basis of experience of the Odessa Regional Clinician Hospital with the taking into consideration of social and demographic characteristics of population as well as those indices, which were characteristic for the existing system of healthcare. Worked out model includes the number of indices, which are characterized by the presence of cause-consequence relationships. Hence, social-demographic indices along with economical ones on the one side, and indices of effectiveness of healthcare system — on the another were taken into recalculations. The inclusion into such a model of the backward directed influences as well as postponed indices on the efficacy of healthcare system permitted to investigate the dynamic character of social system. Gained data are helpful for resolving of questions, which are connected with problems of governance of regional system of healthcare, including telemedical consultations.
